In the UK and Ireland two of the key causes of accidental fires in buildings (excluding dwellings) are faulty appliances and the misuse of equipment. Between 2012 and 2013, the combined number of fires caused exceeded 5,000. In total, there were 17 fatalities and 1,013 non-fatal casualties.
The Health and Safety at Work Act 1974 stipulates that the duty of care falls upon the ‘duty holders’, which applies to both employer and employee, to ensure the safety of all persons using the premises and equipment. The level of inspection and testing required is dependant upon the risk of the portable appliance becoming faulty which is dependant upon the type of appliance, the nature of its use and the environment in which it is used.
The Electricity at Work Regulations 1989 requires that any electrical equipment that could cause injury is maintained in a safe condition. A visual inspection in a low risk environment could be carried out by a competent member of staff. However combined inspection and testing requires a greater level of knowledge and experience.
